为了更好地推动股权激励,山东省政府也出台了一系列政策。如省国资委制定的相关意见,对授予条件、激励方式等进行完善。在授予条件上,突出 “宽进严出”,适当放宽授予业绩条件,不再将历史业绩水平作为实施激励的先决条件,而是更注重企业未来的高质量发展;同时,严控行权条件,要求上市公司业绩增长和激励对象个人绩效提高都要达到相应标准。在激励方式上,增加了股票增值权,并鼓励 H 股上市公司优先使用该方式。对于科创板上市公司,更是给予额外支持,提高授予权益份额,放宽限制性股票授予价格,允许尚未盈利的科创板上市公司实施股权激励,提高股权激励收益水平,打破激励对象实际收益上限。

For companies listed on the Science and Technology Innovation Board, additional support is provided by increasing the grant of equity shares, relaxing restricted stock grant prices, allowing companies listed on the board that have not yet made profits to implement equity incentives, increasing the level of equity incentive returns, and breaking the actual upper limit of incentive targets' returns.
